The INTER CONCESSION ROAD CONSORTIUM BC, made up of the 3 companies of the COBA B&C Colombia Group, is in charge of the oversight of the project “INTEGRAL OVERSIGHT THAT INCLUDES, BUT IS NOT LIMITED TO: TECHNICAL, ECONOMIC, FINANCIAL, ACCOUNTING, LEGAL, SOCIAL, LAND, ENVIRONMENTAL, ADMINISTRATIVE, INSURANCE, RISK, OPERATIONAL, MAINTENANCE, ADMINISTRATIVE OF TRAFFIC MEASUREMENT AND COLLECTION AND QUALITY MANAGEMENT OVERSIGHT OF CONCESSION CONTRACT 004 OF 2014 OF THE CORRIDOR CALLED “CARTAGENA – BARRANQUILLA AND CIRCUNVALAR DE LA PROSPERIDAD”, awarded by the National Infrastructure Agency (ANI) through Oversight Contract No. VEJ-760 OF 2024
- Project Scope
The project includes:
- The construction, rehabilitation and maintenance of more than 146 km of track.
- Interventions in sections such as Avenida Santander, Anillo Vial de Crespo, Vía al Mar and Circunvalar de la Prosperidad.
- Implementation of toll stations, weighbridges and dynamic weighing systems.
- Supervision of works in general, including hydraulic works, structures, pavements and signage.
- Role of the Oversight Body
The auditing process aims to:
- Verify compliance with the technical, environmental, legal and financial specifications of the concession contract.
- Supervise the operation and maintenance of the six functional units that make up the project in accordance with the procedures and standards established contractually.
- Consolidate and publish reports tracking key performance indicators (KPIs).

About the Project
Road Concession Project Cartagena - Barranquilla and Circunvalar de la Prosperidad
It is a strategic road infrastructure initiative that forms part of the National Government's Fourth Generation (4G) program. Its objective is to improve connectivity between the cities of Cartagena and Barranquilla, optimize regional mobility, and strengthen the logistical competitiveness of the Colombian Caribbean.

The project is divided into 6 Functional Units (FUs), which allowed for phased technical and contractual execution. All functional units are complete and are currently in the operation and maintenance phase, with measurement procedures defined in the Load Plan of the Supervision Contract No. VEJ 760 of 2024 and the Concession Contract 004 of 2014.
