About Us

The COBA B&C Colombia Group is made up of three complementary entities:

Legal representation of the Portuguese company COBA SA in the country since 2013. It was created to execute civil, environmental, railway, and energy engineering projects, with a rigorous technical approach aligned with the COBA group’s international standards. COBA SA, founded in 1962 and headquartered in Lisbon, is the group’s parent company and currently the oldest engineering firm in Portugal, specializing in large infrastructure, energy, water, and environmental projects, with projects completed in more than 50 countries.

A Colombian firm established in 1987, with extensive experience in technical, administrative, and financial consulting. It has participated in transportation, social, and environmental infrastructure projects, providing services such as project oversight, project structuring, contract management, and administrative support. B&C has established itself as a strategic partner for public and private entities, distinguished by its knowledge of the local context, its execution capabilities, and its broad experience in the railway sector.

It acts as a joint operating vehicle for projects in Colombia, with financial and technical backing from both parent companies. This synergy allows it to offer solutions tailored to the Colombian environment with international quality standards. COBA B&C SAS leads the execution of complex contracts requiring multidisciplinary capabilities, including studies and detailed engineering, construction supervision, environmental management, structuring, and administrative support. Its flexible structure and specialized technical team enable it to respond quickly to the challenges of infrastructure projects in the country. Furthermore, it serves as a point of contact for institutional clients, guaranteeing traceability, regulatory compliance, and operational efficiency.

Our Strategy

The COBA B&C Colombia Group was born from the strategic integration of three complementary entities: COBA Consultores de Ingeniería y Medio Ambiente SA Sucursal Colombia, B&C SA and COBA B&C SAS. This alliance combines COBA’s international experience, B&C’s local track record and the joint operational capacity of COBA B&C SAS, consolidating a robust and multidisciplinary technical platform at the service of the country’s sustainable development.

Our strategy is based on three pillars:

1. Local Presence with a Global Vision
Since its arrival in Colombia in 2013, COBA SA has committed to a permanent physical and operational presence in the country. This strategic decision allows the group to operate autonomously, with knowledge of the local context and international support, positioning itself as a reliable partner for infrastructure, energy, environmental, and territorial development projects.

2. Strengthening Colombian Engineering through B&C.
With over 30 years of experience, B&C SA is a Colombian comprehensive engineering firm recognized for its leadership in project management, design, construction, and consulting for civil and public works. Its expertise in highway concessions, railway infrastructure, airports, and institutional buildings has been key to the group’s positioning in Colombia. The alliance with COBA has allowed B&C to expand its technical reach and position itself as a strategic player in large-scale initiatives, while maintaining its commitment to quality, efficiency, and the development of local talent.

3. Technical and Organizational Integration
The creation of COBA B&C SAS represents the consolidation of an integrated operational structure, enabling the group to respond quickly and efficiently to the technical and contractual challenges of the Colombian market. This integration is reflected in shared governance, standardized processes, and multidisciplinary teams operating under a common culture of quality and commitment.

4. Commitment to Sustainability, Technical Expertise, and Public Management.
The COBA B&C Group focuses its activities on solutions that promote territorial sustainability, operational efficiency, and institutional strengthening. In Colombia, its experience has been consolidated through contracts for technical oversight, supervision of civil works, railway traffic control, infrastructure maintenance, and engineering consulting for entities such as the National Roads Institute (INVIAS), the Institute of Urban Development (IDU), the Bogotá Water and Sewerage Company, the Territorial Development Finance Corporation (FINDETER), and the Antioquia Railway Promoter, among others.

Our Governance

The COBA B&C Group in Colombia has an organizational structure designed to efficiently integrate technical, administrative, and operational capabilities, aligned with the COBA Group’s international standards and adapted to the Colombian context.

The structure is organized into three main levels:

  • Strategic Direction: Headed by the Regional Directorate for Latin America and the General Management of COBA B&C SAS, responsible for strategic planning,
    institutional relations and coordination with COBA Holdings and COBA SA

  • Technical and Project Areas: These include the civil, environmental, railway, geotechnical, architectural, and energy engineering units
    , among others. These areas are
    staffed by specialists, coordinators, and support professionals who lead and execute ongoing projects.

  • Support and Management Areas: These include the administration, finance,
    legal, human resources and logistics teams, which ensure the operational functioning and
    regulatory compliance of the organization.


The governance structure is organized around a Board of Directors with representation from all three entities, responsible for defining corporate policies, evaluating performance, and approving strategic plans. This body is supported by external legal counsel, which ensures regulatory compliance and mitigates legal risks.

From a functional point of view, governance is implemented through three operational directions:

  • Technical Directorate: Responsible for the planning, execution, and control of projects. Oversees the application of methodologies, compliance with technical standards, and quality control. Coordinates multidisciplinary teams and manages the transfer
    of technical knowledge between units.

  • Commercial Director: Responsible for market intelligence, tenders, customer management, and new business development. Implements opportunity tracking mechanisms.

  • Administrative and Financial Management: Manages financial, human, and logistical resources. Oversees accounting, invoicing, document management, and general services. Implements internal controls and prepares periodic financial reports.


This governance model ensures integrated management among the three entities, promoting operational synergies, regulatory compliance, and a shared vision of sustainable development in the Colombian context.
